Red Hat ships with a set-gid tty /usr/bin/wall.

Uh "mesg y" was not it. I would've spotted something that obvious. I did some digging found out that the tty's were in the group tty, so added the users that needed wall access to the group, and it works now.. Anyone know how to allow users other than root to wall messages to other logins? wall "test" only displays to other users if doing it from root.
