The first place I would look is whether or not I could access the BIOS configuration. If the BIOS does not respond to the USB keyboard, I would nor expect something as low level as GRUB to access the keyboard. I have not loked at the source of GRUB, but something as small as grub would have to use a standardized interface. In my mind, that leaves ISA hardware standards or standard BIOS calls.
