Is it normal for USB to disconnct/reconnect repeatedly, many times per minute?
That sounds fishy, but possible
Is that still considered random and normal? That's what we have here, in the three different computers that I have access to today. Not a few times, but zillions of lines in /var/log/messages. It's worst in the older PC.
The mice mostly have been pretty standard Logitek versions, nothing fancy or unusual.
How can I find out if the lockup is caused by "X fighting over the hardware", or by drivers?
Kernel version, distro, output of lsmod? It looks like you use different event drivers in each setup, but if you know which uses which, that could help

USB can randomly dis/reconnect and that is normal. The lockup issues could be related to other drivers and/or X fighting over the hardware.
