Depending on how critical the need;  local college and university boards and, of course, user groups;  also local Craigslist and the local/regional temp contract agencies like Adecco Technical and Engineering, CTG, etc.

HI guys,

I know a small businessman who is interested in potentially hiring
somebody to write a piece of custom software.  He is wondering where he
would look to seek out contractors with the right credentials for this
small project.

He didn't mention too many details, but it sounds like the project will
have something to do with bar code scanning, optical character
recognition, and some type of graphical interface, most probably in a
Windows environment.

Where would you look if you were seeking a software professional on a
short term contract basis?

Thanks,

Andy
