It's mail and sendmail doing it. Who is being denied permission? 'mail' or 'sendmail'? I guess if it's queueing (can you have that many vowels together?) it must be sendmail. I don't use sendmail, but I think it's odd that it's using the current directory, and not a full path (as daemons often like to do). I guess I should just defer to someone who knows about sendmail. You could also try calling sendmail directly, instead of using mail, and see if that behaves differently.
