Mike's two questions are your best bets right now.  If sshd is running and iptables isn't blocking port 22,check your system log.  Also, go into /etc/ssh/sshd_config and set LogLevel=DEBUG.  That will give us loads of info.  Also, what are you using for a client?  if you're using ssh, turn on debug on the client side.  if you're using puTTY, you can just view the event log by right clicking on the title bar (although you'll have to configure it to not close on exit).
