Go to Application -> System Tools -> Configuration Editor
Then desktop -> gnome -> interface and type in "Emacs" in the "gtk_key_theme" field.
Alternatively:
put this: gtk-key-theme-name = "Emacs"
in your .gtkrc-2.0 file.
