Your window manager controls this. For Metacity at least, you can set the window to appear "On All Workspaces" and this setting should be rememberd across session restarts.
Chuck, I guess that's a way to try to find the settings in gconf. Make the change as you suggest, log out (using the "save current settings" option), then see what shows up in gconf. Thanks, Bill
