I realize it's risky, but I don't have internet to my house and looking things up on my tiny phone screen is driving me nuts. I have a laptop running opensuse that's useless without WiFi.

Colleges don't that I know of, but I'd be suspect of free wifi that wasn't from the library anyway. What's your use case, including device? As Tim pointed out in the last meeting, you can own people pretty quickly when they connect to your wifi.
