I think those particular directions are for Windows (and maybe Mac) versions of OpenOffice.Org. In Linux you usually use the package manager (Synaptic, I think, for Ubuntu) to get updates.
I tried to uninstall and reinstall OpenOffice.org in "add/remove programs" , but the default package manager (adept?synaptic? it doesn't say which it is, but I think it is synaptic) won't let me uninstall the "base package" as other packages require it.
I think you're right about it being Synaptic. It's possible that OpenOffice.Org 3.0 isn't in the repository(ies) for Ubuntu 8.04 [1]. Once we find the right repository/address for OpenOffice.Org 3.0, you can either add that repository to Synaptic or use the command line tool apt-get. Hopefully, someone else here knows the address for that repository and can save us all some searching. :-)
